Indicators 4A and 4B are Performance Indicators.
Definition
Indicator 4A: Rates of suspension and expulsion: Percent of districts that have a significant discrepancy in the rate of suspensions and expulsions of greater than 10 days in a school year for children with IEPs. (20 U.S.C. 1416(a)(3)(A); 1412(a)(22))
Indicator 4B: Rates of suspension and expulsion: Percent of districts that have:
(a) a significant discrepancy, by race or ethnicity, in the rate of suspensions and expulsions of greater than 10 days in a school year for children with Individualized Education Programs (IEPs); and
(b) policies, procedures or practices that contribute to the significant discrepancy and do not comply with requirements relating to the development and implementation of IEPs, the use of positive behavioral interventions and supports, and procedural safeguards. (20 U.S.C. 1416(a)(3)(A); 1412(a)(22))
Measurement
Indicator 4A: Percent = [(# of districts that have a significant discrepancy in the rates of suspensions and expulsions for greater than 10 days in a school year of children with IEPs) ÷ (# of districts in the State)] x 100.
Indicator 4B: Percent = [(# of districts that have: (a) a significant discrepancy, by race or ethnicity, in the rates of suspensions and expulsions of greater than 10 days in a school year of children with IEPs; and (b) policies, procedures or practices that contribute to the significant discrepancy and do not comply with requirements relating to the development and implementation of IEPs, the use of positive behavioral interventions and supports, and procedural safeguards) ÷ (# of districts in the State)] x100.
Monitoring Timelines
- Data: Collected through the DOE-ES (Expulsion and Suspension) report February 1 through August 1 and through the DOE-SE (Special Education) report December 1.
- Verification: If necessary, the IDOE may verify data with the LEA in May.
- Findings of Noncompliance: Issued in November
- Corrective Action Plan: Due approximately 60 days after findings are issued

- When a finding is issued for Indicator 4A, 4B, 9, and/or 10, an LEA is required to complete a Self Assessment Survey and Corrective Action Plan.
